Has anyone here seen a Rosetail female? Or is it even possiable

Yes it is possible. I've seen some pics on bettas4all. I'd link you to the page, but you have to be a member to see the pics.

I would think that it's probably as common as it is in males. The thing about females is that it can be harder to tell.

I have and I agree it's just as common as males. Rosetail has to do with the point at which the splits or branches occur in the caudal rays, so even if the girls don't have long finnage to make that wavy appearance, you can tell if they can pay it forward to their fry.
